The wallet size passport card is a travel document that can be used to enter  the United States from Canada, Mexico, Bermuda, and the Caribbean at land border crossings or sea ports-of entry.   The U.S. passport card cannot  be used for air travel to any international destination, The passport card is less expensive than the passport  book, and was designed  to be a more convenient  option for applicants with frequent cross-border travel by land or sea.  The passport card has the same period of validity as a passport book: 10 years for adults and 5 years for minors under the age of 16.   Processing times are generally the same as those of a passport book.

Passport fees are non-refundable and are retained by the Department of State whether or not a passport is issued.  Please be aware that periodic changes in passport fees do occur.   The website:  travel.state.gov is a good reference for the most updated fee information.
